House Redoran is not particularly well-disposed toward the Empire, but don't let that get in your way. These are the warriors and noble knights of the Great Houses. You may read about House Redoran in "The True Noble's Code". There are 44 copies just laying around, most Booksellers will have a copy or two in their inventories and I snagged one just so you wouldn't have to do the legwork.
Members of factions receive different types of welcomes from members of other factions, depending on how they get along. The formula is (Faction Reaction * 5)*(0.5 +(Faction Rank *0.5)). In plain terms, this means that as you attain higher ranks in your faction, people with negative modifiers will like you less and people with positive modifiers will like you more. This does not mean that everyone will start attacking you on sight, nor does it mean that they are going to fall all over themselves to be helpful. It does, however, modify their initial disposition toward you. This initial disposition will be further modified by your Personality, your overall reputation, your Criminal Status, whether or not you are Diseased, what kinds of favors you have done for the faction you're dealing with, etc. The other person may wind up liking you a lot or not liking you at all, but your faction and rank can impose a serious modifier.

Of course, these promotions don't come just based on your skills. You must perform quests to gain reputation and rank within the House. You will typically receive 5 points of faction reputation for each successfully completed quest. Just ask about "duties" to anyone who has it in their conversation threads. The House Redoran quest givers are, in no particular order:
Typically, each rank requires two or three successfully completed quests in addition to the minimum stat and skills requirements. The exception to this is that to advance beyond rank 7, you must build a stronghold. To advance beyond rank 8 you must improve your stronghold. You can start construction after reaching rank 5.
As with all Stronghold quests, it goes through several phases, but it starts with talking to the person who can arrange for the construction. In this case, you must talk to Galsa Gindu, at her home in the Manor District in Ald'ruhn.
Gindu cannot start construction without a construction contract and some money to cover the expenses.
The construction contract is very straightforward. Go talk to Duke Vedam Dren in the Grand Council Chamber in Ebonheart. Ask for the contract, promise that you'll help his people and it's a done deal. Finding the Duke is the hardest part of this little chore.
Once you have the contract, report back to Gindu and pay her 5,000 gold. She will give the orders to start construction. Now go away and keep yourself occupied for a few days. In a few days you'll get a message at the bottom of your screen that says "Your Journal Has Been Updated" for no apparent reason. Time to go check in with the contractor.
Gindu wants you to get a progress report on the construction from the foreman at the site, Bugdul gro-Kharbush. So hightail it over and talk to him. The construction site is on the east side of the road between Ald'ruhn and Maar Gan. It's a little bit of a walk, but no big deal. The foreman says that construction will be completed in about a week. So go back and tell Gindu.
In a week you'll get another message saying that your journal has been updated. Head back and check the place out. It's called Indorys Manor and it actually has people in it:
There is lots and lots of stuff in your new house, but don't go getting greedy. It all belongs to the House Redoran faction. That doesn't mean you can't dump your stuff when you need to, though.
Your next step is to provide some protection for the place. Gindu suggest talking to Percsius Mercius at the Fighters Guild. "You scratch my back and I'll scratch yours," is Mercius' attitude. He'll be happy to provide you with a few guards if you'll be so kind as to rescue Frelene Acques from the evil clutches of the despicable Hlaalu in Vivec (well, he doesn't actually put it that way, but you're supposed to be a noble knight, remember? Just trying to keep you in the spirit of things).
The jail cells are in the Hlaalu Treasury, which is in the Hlaalu Waistworks. Take care of the guards and release the little lady (there's a key on the desk if you need it). She'll follow you and, once you are out of the Treasury, will tell you that she can make her own way back. Maybe she doesn't trust you with her virtue? Maybe she thinks you smell like a rust bucket? Maybe the good folks at Bethesda figured that they'd make your life easier (as if)? Well, whatever the reason, you're on your own again and can report back to Mercius, who will promptly dispatch your guards.
Report to Gindu again and she'll issue the necessary orders. A few days later you'll get one of those mysterious journal update messages and your new home will be ready for you.
Once you have become a councilor, you can take care of this last stage. Go talk to Gindu again. Gindu sends you to talk to Hetman Guls at your village. In short, there's a terrible shortage of women-folk in these parts and you need to solve the problem. He doesn't provide a whole lot of information to go on, so you'll need to ask around. And, to complicate matters, it seems that every female in the game has a "need wives" conversation topic.
Relax. Don't worry. You only need two of them and you have this handy guide to get you through the rough spots.
In Ald'ruhn there are a couple of candidates: Fathusa Girethi at the Ald Skar Inn and Aryni Orethi in her house. If you're a real fast talker and can bump their dispositions up to 90 or more, they'll do it.
Failing in that, you can just pop over to the local Wives R Us in Tel Aruhn. That's Savile Imayn, the slave trader, for those who haven't got that far in the Main Quest. Cough up 2000 gold and she will deliver them to your door.
If you're not into buying slaves, Galyn Arvel in Ald Velothi will be happy to send a couple of escaped slaves your way if you have freed enough slaves to get the secret password for the Twin Lamps.
If you'd rather be a bit more noble, talk to Helviane Desele at Desele's House of Earthly Delights in Suran. If you get her disposition up to 70 or more and talk to her about it, she will tell you that she has a few dancers who might like to retire to your stronghold.
Whichever of the last three you opt for, Assimusa Samsi and Heniele Milielle will magically appear in Berendas' House at your Manor.
Now go back and talk to Hetman Guls and then go talk to Gindu. The necessary orders will be issued and the obligatory journal entry will show up in a few days and you are now lord of all you survey (as long as you're not Levitating with a really good video card).
